The PCERT scheme is a subsidiary company of PIPA, and is a certification body for PIPA inspectors. As a seperate operating company, it operates away from the PIPA testing scheme, to help ensure PIPA inspectors are certified in an impartial manner.
PCERT is the certification body, responsible for assessing and certifying people who wish to become PIPA inspectors against a set criteria.
We are currently working towards PCERT being fully operational by 2025, and are in the process of UKAS accreditation.

PCERT Public Impartiality Policy
The objective of PCERT Limited is to provide confidence to all stakeholders in the processes carried out by the certification scheme.
The creation of the PCERT Limited company was undertaken to make a clear statement that it will conduct its activities in an impartial manner, as this will provide the ultimate assurance that all persons certified by PCERT have done so correctly.
The PCERT certification process has been created to ensure that the assessment is done only in an objective and fair manner. Clear procedures have been implemented to ensure that those completing assessment and certification activities do follow the requirements of the scheme to the highest standards. These standards help to ensure that our certification services are carried out and provide confidence to our stakeholders in the wider industry, and to also that of the United Kingdom Accreditation Service (UKAS).
The following threats have been identified:
· Self-interest - threats that arise from a person or body acting in their own interest.
· Subjectivity – threats that arise from a person or body who provides input into the assessment whereby the objective evidence is overruled by bias.
· Familiarity - threats that arise from a person or body being too familiar or trusting of another person whereby an objective outcome is impeded.
· Intimidation – threats that arise from a person or body having a perception of being coerced openly or secretively.
· Financial – threats that arise from financial pressures which impede on the decision-making process within the certification process.
We commit that PCERT Limited will:
1) Develop systems to ensure that the correct procedures are in place which achieve certification in an impartial manner;
2) Ensure that all personnel who are involved in, or contribute to towards, the certification process act impartially, and have declared any required conflicts of interest;
3) Be responsible for all decisions regarding certification;
4) Ensure its quality management systems are sufficient to review the procedures, and activities, of PCERT Limited, to identify potential unmanaged risks which may affect impartiality;
5) Monitor on a frequent basis its activities, records the associated risks which may impact impartiality, and implement controls to manage these risks.
